The Pentagon is reporting an 80% increase in IED incidents over the past two years in Afghanistan. In 2012 alone, there have been nearly 15,000 IED incidents, causing about 1,900 U.S. casualties. How does an insurgency, supposed to be on the back-foot in terms of numbers, manage to carry out so many IEDs?
