As he takes over national post, Herbert touts state innovation — The two did not drill down into specifics of that framework. "It was just very broad in scope," Herbert spokesman Jon Cox said. "She's very anxious to get that proposal and work it through with us, and we're anxious, too, but we still have to work through some of that."

Utah lawmaker seeks to close county campaign finance loophole — Last session, the Legislature passed a bill prohibiting candidates for city offices from using their campaign funds for personal expenses or purchases, but lawmakers did not include counties in the ban.

Loophole would let Herbert and politicos help Lyman legal defense — Herbert and Cox can give their campaign funds to Lyman's county commission campaign account because transfers between campaign accounts are permissible. Lyman then can then use the money for pretty much anything he wants, because Utah law doesn't restrict such county-level expenditures, the way it does for other candidates.

Breakthrough -- Utah GOP leaders reach a deal on Medicaid expansion — "There is still work to be done," Herbert said in a statement, "but I believe we now have a framework in place that will provide care for Utahns most in need while being responsible with limited taxpayer funds." Hughes, R-Draper, said the deal is in the best interest of all Utahns.

While Medicaid debate drags on, Utahns are dying — While Brent Frisby made preparations Wednesday to bury his wife of 23½ years, the so-called Gang of Six (a group made up of Gov. Gary Herbert and Lt. Gov. Spencer Cox, along with Republican legislative leaders and lawmakers) huddled to try to work through differences over whether - and if so how - to expand Medicaid under the Affordable Care Act, or Obamacare, to cover up to 126,500 people.

Utah taxpayers' tab for marriage defense: $1.2 million — U.S. District Judge Richard Shelby ruled Utah's ban on same-sex marriage was unconstitutional in December 2013 in the case of Kitchen vs. Herbert. The following year, the Legislature appropriated $500,000 to hire the outside attorneys to handle the appeal. The state said at the time it was paying Schaerr $200,000 to handle the appeals.

Hillary Clinton to make first Utah trip of 2016 race — Barry Baker is the former president of USA Networks and is a senior adviser to Lee Equity Partners, LLC, a private equity and venture-capital firm. Amy Baker spent 20 years at NBC News. Clinton, the former secretary of state, U.S. senator from New York and first lady, holds a wide lead over the only other declared Democratic candidate, Vermont Sen.

Utah Gov: Gay marriage issues will take time to work through — Herbert said his staff and legislative attorneys have listed scores of places in state law that refer to marriage or use the terms husband and wife. "[Legislative lawyers] are taking a look, do we change them all at once? Do we do it over time?

Coming soon to your neighborhood: Police body cameras — "Although it seems good to have a cookie-cutter policy to cover the whole state, it doesn't apply that way and it doesn't work out that way," Richardson said. And, they said, small-town police departments in rural parts of the state may not be able to absorb the cost of purchasing the cameras and - more significantly - the storage and maintenance of the data they collect.
