Former Toledo mayor John McHugh dies at 84

toledoblade.com — Former Toledo mayor John McHugh, the last mayor to serve under the city manager form of government, died today in Maumee's Elizabeth Scott Community. He was 84, and had been diagnosed with cancer. Mr. McHugh served as Toledo mayor from 1990 to 1993, and was a former Lucas County Democratic Party chairman, county recorder, and county treasurer.

Willard, Ohio, man killed in crash with utility truck
