This is about the liability issue: California would require autonomous cars to have the things humans need to drive (steering wheel, pedals) and would make the operator responsible for traffic violations - and presumably accidents.

linkedin.com — Take That: Samsung is asking the Supreme Court to review a design patent infringement suit it lost to Apple. Samsung says it's not about the money, and it probably isn't (the judgement was $548 million). Samsung's argument is that the rule as it stands creates an imbalance between innovation and intellectual property and much of the tech world agrees, at least in principal.
