Allen, 33, and Irowin Wilbert, 53, both of West Main Street, Batavia, were charged with third-degree criminal possession of a controlled substance, fourth-degree criminal possession of a controlled substance, both felonies, and second-degree criminal use of drug paraphernalia, a misdemeanor, according to the Genesee County Local Drug Enforcement Task Force.
