Progress Energy will refund $288 million its customers have paid in extra charges since a construction accident shut down the Crystal River nuclear plant. But rates will still rise significantly in coming years.An agreement between the utility and consumer advocates announced Friday means the average customer will see his bill go up $4.93 in 2013, according to a Progress press release.
