@ItsAngryBob NSA OCMC is responsible for giving satellites on a daily basis the list of targets they are required to monitor. It's hidden behind a set of cipher-locked doors inside NSA operations complex. There are several of these complexes that have come online in last 5 years.

I was business editor at Port Arthur News in Port Arthur Texas (my hometown that was just hit by hurricane Harvey and had record flooding).
