Elsewhere at the Times, Coral Davenport reported over the weekend that the E.P.A. will Seek a 30 Percent Cut in Carbon Emissions. David Jolly said, “What are the odds? Obama's new CO2 limits aiming for an 83 percent reduction in US emissions by 2050.” Pamela Weintraub figured it was “About time.”
