If the user is new to Stack Exchange, or has indicated that one of the answers has worked for them and has yet to accept an answer days later, a prompt of some kind is probably in order. In the case where the user is new to Stack Exchange -- For example if the user has never accepted a question (check their profile and reputation to see if they might be new-ish to this) -- then a comment on the user's question with a little explanation about accepting answers would be a good idea in my opinion.
I am using matrix to pull instagram photos using the pic puller plugin. Sometimes, the picture is not available. I am able to skip these by using an if conditional in the pic puller loop. however an empty matrix row is still parsed and shown on the final template. I am not sure how to just show the rows with instagram content.
My understanding is, basically, no but it should not matter too much. You can remove/uninstall the Members module but it does not actually remove most of the member related tables and it doesn't control most of the queries which are sprinkled throughout core code and do not appear to be controlled by any global setting. You also cannot disable sessions in EE, which is what most of what you are seeing is actually setting up.
