CADILLAC — James Rice was sitting at home with his wife, Peggy, on Friday morning having a cup of coffee and talking about the lack of things to watch on television when the lights went out. Living in a trailer home on Seneca Place, the Rices had become used to the problem. With the lights off, James went to the circuit box to flip the breaker. The 54-year-old did the job and returned to his coffee and conversation. The lights, however, went out again, and James again went to flip the switch.
