The Arizona Commerce Authority, which cites a three-pronged recruit-grow-create strategy as its battle plan for boosting Arizona's business sector, ranked No. 1 when the Phoenix Business Journal today published the 2017 edition of its Economic Development Organizations list. The list was ranked by 2017 budget. The Arizona Commerce Authority, at $10 million, overtook the City of Mesa Office of Economic Development, which was No. 1 in 2016 but had its budget drop slightly to $9.7 million.
