Competing for Bachelor’s Degrees: Are Community Colleges Cutting Into the Market Share of 4-Year Institutions?

Competition within education has become a popular topic area for journalists, policymakers, and a host of stakeholders in both K–12 and higher education. Within the K–12 sector, proponents of market-based education reform typically suggest that the proliferation of school choice and alternative K–12 options will enhance competition and thereby increase institutional performance, particularly in low-performing school districts (e.g., Booker et al., 2008).
