The Restructuring of FCAS
The main point of FCAS’s failure lies in a lack of political direction that failed to impose a common conception of the project. Direction and the scope of multilateral cooperation must be determined from above by ministerial and governmental leaders in consultation with – but not led by – industry. Companies succeed in cooperating when they each have structures and cultures of collaborative work. Delegating work tasks throughout the project lifecycle reduces potential conflicts.
