DVD Talk was founded in 1999 when DVDs and DVD players were first beginning to hit the market. The site was started by Geoffrey Kleinman (bio) who wanted to create an online resource to help people decide what to watch on DVD.
The site started in January of 1999 as an online forum, an email newsletter and a page of DVD news and reviews. Source
