GovReport.org is a nonprofit news site focused on the future of government, with a special emphasis on climate, energy, infrastructure, and technology. The site examines how policies and regulations impact government’s ability to serve citizens and anticipate the future. The site’s audience includes policy staff, industry, and stakeholders in California and throughout the nation.
The site was launched by former California public information officers Jesus Arredondo, David Duran, Matt Ross, and Bill Maile, with a commitment to government transparency. Pending approval for IRS tax-exempt status, GovReport.org’s mission is to create opportunities for journalists and commentators to help educate citizens on the details of government. Source

California launches real-time responder tool ahead of wildfire season
California Governor’s Office of Emergency Services (Cal OES) has launched a real-time tool designed to help first responders react quicker and more effectively ahead of wildfire season. Next-Gen SCOUT, which utilizes information retrieved from Fire Integrated Real-Time Intelligence System Program (FIRIS) aircraft, is a web-based tool that gives first responders and other supporting agencies real-time locations and data from wildfires and other hazards.
Joy Bonaguro Leaves State, Reflects on Time as Chief Data Officer of California

Legislation Proposing AI Working Group Passes Senate
Senate Bill 721, authored by Senator Josh Becker, which proposes to create the California Interagency AI Working Group, passed the Senate this week on a 38-0 vote. The bill now heads to the Assembly to continue through the legislative process. SB 721 California establishes the Interagency Artificial Intelligence (AI) Working Group, which would consist of 11 members with diverse backgrounds in IT.
NTIA Seeking Policy Comments on AI Regulations
The National Telecommunications and Information Administration (NTIA) is seeking comments on potential policies that might foster trust in AI systems via audits, certifications, and other mechanisms, according to an April 11 statement on their website. “Just as financial accountability required policy and governance to develop, so too will AI system accountability.” reads the statement from NTIA.
Legislation Proposes to Create AI Working Group Across California Agencies
At present, existing law requires the Secretary of GovOps to develop standards for defining and determining the harmful impacts of deepfakes and other manipulative forms of artificial intelligence (AI). Now, the State Legislature wants to take California’s defensive approach a step further.
Legislation Would Create State Office of Artificial Intelligence
Newly introduced legislation would create a new office within California state government to oversee state agencies’ use of artificial intelligence. Senate Bill 313 by Senator Bill Dodd (D-Napa) would establish the Office of Artificial Intelligence within the California Department of Technology, with authority over designing, using, and deploying automated decision systems that use artificial intelligence.

Legislation Aims to Regulate Artificial Intelligence in Government Systems
Measures introduced in this year’s legislative session seek to regulate artificial intelligence in state technology programs. Assembly Bill 302 (Ward – D) would require the California Department of Technology (CDT) to conduct a statewide inventory of all “high-risk automated decision systems” being used by state agencies, including identifying categories of data and personal information being used to make government decisions.
