The Arab League clash over Sudan’s accusations against Ethiopia and the United Arab Emirates was not just another procedural quarrel in Cairo. It showed that Egypt can no longer assume Arab institutions will automatically absorb its Ethiopia narrative. For decades, Egypt used Arab diplomatic platforms to frame Ethiopia as an upstream threat, a Red Sea outsider, and a state whose rise needed to be contained. That architecture is now weakening from within.

Pagak’s strategic weight came from its location inside the narrow borderland where South Sudan’s oil economy, Ethiopia’s western security exposure, Sudan’s war, and the Nile Basin’s post-GERD order now converge. The reported termination of Egyptian military activity near Pagak in Upper Nile State in May 2026 therefore carried meaning beyond the size of any facility, the number of personnel involved, or the formal language used by South Sudanese authorities.

The Horn’s Stability Problem Is Misdiagnosed For decades, policymakers have approached instability in the Horn of Africa as a problem of weak states, unresolved interstate rivalries, and fragile political centers. As a result, diplomatic attention has focused overwhelmingly on capitals, summits, and elite bargaining. Yet many of the region’s most persistent security challenges originate elsewhere.

A Warning Beyond the Barracks The recent warning by Ethiopia’s military chief of staff about political actors working with strategically hostile states should not be read merely as a security official’s frustration with domestic disagreements.

Egypt’s pressure on Ethiopia is weakening, the Arab nationalist order that once turned Egyptian interests into wider Arab causes has lost much of its force. This does not mean Egypt has become irrelevant. Egypt still has the Suez Canal, a large military, long diplomatic experience, influence in the Arab League, ties with African institutions, and strong security relations with several outside powers. But these assets no longer work as they did in the age of pan-Arab nationalism.

Sudan’s war has become one of the clearest indicators that conflict in the Horn of Africa now moves faster than the institutions designed to manage it.

Ethiopia’s 1 June election is being contested before the first ballot is counted. The central vulnerability is not that geopolitical rivals can easily alter the numerical result. It is that they can make the result politically contestable at near-zero cost. In the contemporary grey-zone environment, adversarial state powers and aligned networks do not need to control polling stations, hack vote totals, or prove fraud.

A Method, Not a Mood Ethiopia’s transformation since 2018 is usually scored as a ledger of intentions: a liberal opening that soured, a Nobel laureate who went to war, a reformer who centralised. That accounting misses the organising logic of the period. The defining feature of Abiy Ahmed’s statecraft is not ideology but method — the conversion of structural weakness into settled fact, executed so that rivals are left contesting a reality rather than vetoing a plan.

Ethiopia’s 2026 election is taking place inside a political order that is often described with the wrong vocabulary. The dominant external frame treats the country as if it were moving in a straight line from federal pluralism into central command. That reading is tidy, but it is analytically thin. Ethiopia’s real transition is not the replacement of federalism by one-man rule.
