NORTH COUNTY — A 14-month billing error affecting more than 24,000 water and wastewater accounts has triggered a sweeping correction plan in Escondido, with the City Council taking action on Sept. 17 to address millions in mischarges. The city discovered $2.5 million in overcharges and $3 million in undercharges in 2024, stemming from incorrect data used in calculating wastewater rates. Mayor Dane White said a programming failure misapplied the city’s wastewater formula.

OCEANSIDE — A pair of large-scale redevelopment projects will have to wait for approval after being delayed by the Oceanside City Council during Tuesday’s special meeting. The council balked at approving the long-awaited Oceanside Transit Center redevelopment, along with the 801 Mission Ave. project with 230 apartments. Both projects will return to the council on Nov. 19.

Note: School, district and board officials were asked to respond by noon today. Due to unforeseen factors, the deadline was pushed up. Any statements from those officials, should they comment, will be included as an update and in a follow-up story. Two board members declined to comment, and one of them referred questions to the superintendent.

OCEANSIDE — A controversial plan to redevelop Oceanside’s Regal Plaza has been delayed until October, as the developer responds to increased public feedback. Ernie Jaramillo of JH Real Estate Partners told the council on Aug. 6 the company has worked extensively with community groups and will look to make further design changes, if possible, based on feedback. The item will return to the council on Oct. 1, although Councilman Rick Robinson did not support the delay.

STATE — A formal push to require voter identification kicked off this week after an announcement from Assemblyman Carl DeMaio (R-San Diego) and State Sen. Tony Strickland (R-Huntington Beach). The two legislators announced their voter initiative to get the measure on the ballot for the 2026 election. During a press conference on Wednesday, DeMaio said the effort will need more than 1 million signatures to place on the ballot.
