With sorrow, we acknowledge the recent passing of our former colleague, The Honorable Rosemary M. Collyer. Judge Collyer was the first woman to serve as General Counsel of the National Labor Relations Board. Appointed by President Ronald Reagan, she held the position from 1984 to 1989. During her distinguished career in public service, she also served as Chairman of the Federal Mine Safety and Health Review Commission before her term as General Counsel of the NLRB.
NLRB Division of Judges Releases 2026 Bench Book
Washington, D.C – The Judges Division of the National Labor Relations Board (NLRB) has issued an updated Bench Book, which replaces the last update issued in May 2025. The Bench Book serves as an NLRB trial manual and is designed to provide NLRB Administrative Law Judges (ALJs) with a reference guide during hearings.

Size of Bargaining Units in Elections
The NLRB public website is scheduled to undergo routine maintenance from Friday, May 15, 2026, at 11:00 p.m. ET (8:00 p.m. PT) until Monday, May 18, 2026, at 6:00 a.m. ET. General Counsel Announces Case Reallocation Initiative to Tackle Historic Backlog
Today the National Labor Relations Board engaged in a bulk transfer of approximately 3,500 unfair labor practice cases. The transfer was part of the General Counsel’s initiative to address the Agency’s backlog of cases pending in Regional Offices prior to January 7, 2026. As a result of the transfer, impacted parties will receive notification if their cases were transferred to another region for processing. Please note case numbers will not change.

Denver, CO — On April 10, 2026, Regional Director Matthew Lomax approved a comprehensive compliance settlement that ends nearly three and a half years of litigation centered on employees’ right to organize under the Union Professionals International (UPI). The cases originated on June 13, 2022, when International Brotherhood of Electrical Workers, Local 111 (Local 111) voluntarily recognized UPI as the bargaining representative for a group of business agents and organizers.
