Parliament returns to a crowded final term, with lawmakers facing an 11-week sprint of legislation, financial oversight, budget approval, public inquiries and key appointments before the year-end recess. The timetable is complicated by the 4 November local government elections, which will interrupt the parliamentary programme and leave little room for slippage. The National Council of Provinces programme resumes on 5 October.

PUBLIC SERVICE COMMISSION ACT A presidential media statement and parliamentary papers confirmed that the Public Service Commission Bill’s ‘B’ version had been signed into law. Both documents were published well after the new Act was gazetted. However, it is not yet in force. According to the Act’s concluding section, the commencement of this new piece of legislation will be phased in by way of separate proclamations in the Government Gazette.

From 1 to 16 October 2026, parliamentary committees will scrutinise the 2025/26 annual reports of government departments and public entities. Annual reports provide Parliament with a record of what departments promised to deliver, what they actually achieved, how they spent public money and what the Auditor-General found.

Reply: (1)    Kinetiko Energy has refined its development plan and is expected to commence preparations for an application for a production right. (2)    There has been no pilot extraction and infrastructure rollout phase to date. The activities undertaken thus far have focused primarily on exploration. It is therefore not possible at this stage to determine future job creation, as the feasibility study for the first pilot project remains underway.

Reply: (1)    The Department remains committed to implementing initiatives aligned with Pillar 5 of the National Strategic Plan on Gender-Based Violence and Femicide. The National Housing Code, through its various programmes, prioritises women within the housing- allocation criteria. In its efforts to reduce asset poverty and strengthen security of tenure, the Department has, since the advent of democracy, prioritised women-headed households. Women constitute the majority of housing beneficiaries.

Reply: (1)    The SIU probe is currently underway and relates to one hundred and one (101) land and property acquisitions by the HDA and the Provinces, dating back from the 01 April 2016 to 30 May 2025. It is therefore premature to invoke the provisions and actions contemplated in section 31 of the Housing Development Agency Act, Act 23 of 2008 as the SIU report is not yet finalised. The HDA is in full cooperation with the SIU in finalising the investigation.
