The Council is seeking a skilled and motivated professional to serve as our Contingency Plan Project Manager! We are looking for a highly motivated and detail-oriented professional with expertise in oil spill contingency planning, regulatory review, and project management. This position leads the Council’s work related to oil spill contingency plans and preparedness associated with the Valdez Marine Terminal and marine oil transportation operations in Prince William Sound.

The Council is inviting proposals for a technical evaluation of the August 2023 tank bottom processing fire at the Alyeska Pipeline Service Company (APSC) Valdez Marine Terminal (VMT) East Tank Farm. This project will utilize Process Safety Management (PSM) principles to perform a comprehensive gap analysis of current operations and provide evidence-based recommendations for best practices.

The Prince William Sound Regional Citizens’ Advisory Council is encouraging individuals, partners, and/or member entities to write a support letter encouraging Governor Dunleavy to sign Senate Bill 174 to establish an Alaska Invasive Species Council. This proposed law would develop a coordinated plan to respond to invasive species threats in Alaska. You will find information and suggestions to help you craft a letter in the resources below.

The Council held its annual Board meeting in Valdez, Alaska, on May 7-8, 2026. Among other business, the Board convened to elect officers who will serve from May 2026 to May 2027.

The Council will hold a Board meeting in Valdez on Thursday and Friday, May 7-8, 2026. In conjunction with the Board meeting, the Council will be launching its new book, “Protectors of Prince William Sound,” with author and artist Tom Crestodina. This illustrated book explores the equipment, technology, local expertise, and skilled personnel that make our region’s maritime oil spill prevention and response system one of the best in the world.

The Council is inviting proposals for state legislative lobbyist or monitor services. This role includes tracking administrative and legislative actions that affect the Council, providing weekly written reports during the legislative session, coordinating and scheduling meetings between legislators and Council representatives, and participating in Legislative Affairs Committee meetings.

Blue mussels are the indicator species for the Council’s Long Term Environmental Monitoring Program. This program is among the duties for this position.

Kodiak mariners learn about response equipment. The Council held walking tours for locals to learn about the annual oil spill response training for fishing vessels in Kodiak, Alaska, on April 6 and 7, 2026. This has been a regular event since 2016, rotating through communities in the Exxon Valdez oil spill region. The Kodiak community was invited to join the Council on one of several tours to observe how local vessel operators are trained to use the oil spill response equipment.

Robbin Capers In December, the Council welcomed Robbin Capers as the new manager for projects related to operations at the Valdez Marine Terminal. Capers holds a Bachelor’s of Science in Wildlife and Fisheries Sciences from Texas A&M University, and a Master’s of Science in Integrative Biology from the University of South Florida, studying impacts of urbanization on small mammal habitat use.
