A new report published ahead of the IMF Annual Meetings 2026 examines the contradiction at the heart of the IMF climate turn. On one hand, the Fund can finance resilience, forest governance and climate reforms through its newer Resilience and Sustainability Facility (RSF), while on the other hand it forces countries to expand fossil fuels and extractive industries while constraining public investment through its conventional lending programmes.
