I think most of us can agree that one of the important roles of government at all levels is public safety. That can refer to defending the country from attack at the national level or providing for law enforcement and first responders at the local level. Since the Declaration of Independence emphasizes that the right to life is universal, it makes sense to have these government organizations in place to ensure that right is protected.
