On behalf of the United States of America, I extend my warmest congratulations to the people of France as you celebrate your National Day on July 14. July 14 commemorates the enduring principles of liberty, self-determination, and republican governance that have inspired generations in France and around the world. As the United States marks 250 years of independence, we are reminded that the French people played an indispensable role in the founding of our nation.

Today, Secretary of State Marco Rubio announced a sweeping campaign to dismantle the threat posed by the International Criminal Court to U.S. sovereignty. The campaign will feature a whole-of-government response to systematically disable the ICC’s ability to operate, target American servicemen or officials, or otherwise threaten American sovereignty.

Today, the Department of State is designating ten entities to further the Trump Administration’s comprehensive push to end the Cuban regime’s malign activities, both in Cuba and across our hemisphere. These actions target interlocking pillars of that apparatus: state-owned entities that funnel revenue to the regime and paramilitary forces, armed civilian groups, and surveillance organizations that repress the Cuban people.

Today, the United States sanctioned one entity and two individuals — First VPN Service (1VPNS), its administrator Dmytro Rashevskyi, and Yegeniy Vladimirovich Silayev — for providing critical support to ransomware groups that have targeted American hospitals, schools, businesses, and local governments.

On behalf of the United States of America, I extend warm congratulations to the people of Montenegro as you celebrate Statehood Day. The United States commends Montenegro’s reaffirmed commitment to NATO as a trusted ally and partner in strengthening regional stability across the Western Balkans and beyond. The United States and Montenegro share a deep and enduring bond grounded in peace, mutual prosperity, and collective security.

Five years ago, thousands of Cubans took to the streets to demand a better future for themselves and their families, seeking change after decades of repression and economic incompetence by the Communist regime. True to form, the regime responded with brutality, beating peaceful demonstrators in the streets and arresting thousands of everyday Cubans. To this day, hundreds of Cubans remain unjustly detained for the simple sin of asking for basic rights, opportunities, and dignity.
