More countries have signaled their readiness to start negotiations on an autonomous weapons instrument.

On 6 November 2025, the First Committee of the United Nations General Assembly (UNGA) adopted a resolution on autonomous weapons systems for the third year running, concerned by the “consequences and impact of autonomous weapon systems on international peace and security, including the risk of an emerging arms race, of exacerbating conflicts and humanitarian crises, miscalculations, lowering the threshold for and escalation of conflicts and proliferation, including to unauthorized recipients...

On October 23, Stop Killer Robots along with our partner Etica Funds – Responsible Investments, presented the Investor Statement on Autonomous Weapons at an ICCR (Interfaith Centre on Corporate Responsibility) conference in New York. The statement asserts investors’ concerns about the range of risks posed by the development and use of autonomous weapons and calls for government leaders to urgently launch negotiations on a treaty.

Brazil delivered a joint statement on behalf of 42 states*, stating that they are “ready to move ahead towards negotiations” on an instrument on autonomous weapons systems on the basis of the Chair’s rolling text. This is one third of the 128 states party to the Convention on Certain Conventional Weapons (CCW), the framework in which the GGE takes place. This rolling text contains elements that could be used as a starting point for the development and agreement of rules in a treaty.

Stop Killer Robots and Etica Funds – Responsible Investments urge investors to support the Investor Statement on Autonomous Weapons and take a stand against the digital dehumanisation and automated harm produced and exacerbated by autonomous weapons systems. Since the statement’s launch in mid September 2025, 21 institutions, with a combined AUM/AUA of over USD 157 billion, have signed the Statement. See the list of signatories below.
