Terrorism in Indonesia has undergone significant changes from 2002 to 2025, shifting from large-scale attacks carried out by Jamaah Islamiyah in the early 2000s to sporadic attacks carried out by networks affiliated with the Islamic State (ISIS) in subsequent years.

In 2025, the digital landscape is increasingly youth-oriented. Globally, young adults aged 18–24 account for approximately 19% of all internet users, while those aged 25–34 represent more than 33%, together constituting the largest share of online engagement worldwide. In Indonesia, this trend is even more pronounced, as Generation Z (approximately ages 12–27) comprises more than a quarter of the country’s internet users, making them the most active demographic group online.

In the digital era, the internet and social media function not merely as channels of communication but as arenas for shaping public opinion, mobilizing emotions, and disseminating ideologies—including radicalization, hate speech, disinformation, and gender-based violence. Within this context, peace narratives are not simply normative discourses; they constitute an essential component of preventive security strategies.

In the post-pandemic era, the terrorist acts have evolved, such as spreading terrorism and extremist ideologies through social media platforms to recruit, gain funds, and massively spread their propaganda. This includes targeting women, youth, and children to achieve its objective. However, the question lies in women’s roles in terrorism issues, which is surrounded by a never-ending dilemma on their initial motives; whether they are perpetrators or victims of terrorists act.

Digital space is no longer neutral today. It is not merely a medium for the exchange of information, but rather an arena for the contestation of narratives, ideologies, and symbolic power. In this context, the spread of extremist ideology finds its momentum through structured, emotional narratives that often appear ‘rational’ to certain audiences. Entman’s framing theory explains how reality is constructed through the selection and emphasis of certain aspects of an event.

The proverb “Mulutmu adalah harimaumu” has a new counterpart: “Ketikanmu adalah harimaumu” meaning that you should be careful with what you type (message) because it can hurt like a sharp weapon.
