The worker was unable to exit the confined space, which officials said was less than four feet wide. Multiple fire rescue units responded to the scene, with members of Squad 4 entering the access using supplied air and a communication line.

The project includes construction of approximately 22,300 linear feet of 20-foot-diameter tunnel, along with 3,115 linear feet of ancillary tunnels.
