Overseas Contingency Operations Aug 31, 2026 In January 2025 President Trump issued a series of actions and executive orders, declaring a national emergency at the southern U.S. border and directing the Department of War (DoW) and the Department of Homeland Security (DHS) to expand the illegal alien holding capabilities and facilities at Naval Station Guantánamo Bay (NSGB) to full capacity. OSG is the DoW’s mission to support DHS-led efforts to hold illegal aliens at NSGB.

Operation Inherent Resolve Aug 31, 2026 Under the Lead Inspector General framework, the Inspectors General for the Department of Defense, Department of State, and the U.S. Agency for International Development conduct oversight of and report on the overseas contingency operation "Operation Inherent Resolve" (OIR).

USAID OIG, a statutorily independent law enforcement and oversight entity, continues to investigate UNRWA staff linked to Hamas and other U.S. designated terrorist organizations. As part of this ongoing investigation, USAID OIG has referred over 100 current or former UNRWA staff for participation in the October 7 terrorist attacks in Israel and/or affiliation with Hamas to the U.S. Department of State for independent review of the evidence and consideration of suspension and/or debarment action.

Overseas Contingency Operations Aug 17, 2026 The Inspectors General for the Department of Defense, Department of State, and the U.S. Agency for International Development conduct oversight of and report on the overseas contingency operation "Operation Atlantic Resolve (OAR)," including U.S. Government activities related to Ukraine, pursuant to Section 1250B of the National Defense Authorization Act for Fiscal Year 2024 and Lead IG reporting responsibilities under 5 U.S.C. 419.

USAID’s Office of Inspector General (OIG) initiated an investigation into an allegation of embezzlement impacting a USAID implementer in Zimbabwe. The investigation determined that the implementer’s Country Director and Finance Director embezzled Pay As You Earn (PAYE) taxes from the salaries of local employees. Instead of remitting the PAYE funds to the appropriate local authorities as required, the directors diverted the money for their own use.

Investigative Summary Aug 07, 2026 A joint OIG and Department of State OIG investigation revealed Carleena Graham, former Vice President of Human Resources for World Learning, defrauded the organization of approximately $425,000, of which approximately $272,500 was directly or partially funded by the U.S. Government. World Learning was a recipient of USAID funded programming.

USAID’s Office of Inspector General (OIG) initiated an investigation into a Senior Finance Officer in Zambia who allegedly embezzled approximately $193,295. The investigation found the individual unlawfully altered bank account transactions and modified vendor information within the nonprofit’s payment system to embezzle funds from USAID, the Centers for Disease Control Prevention, U.S. Navy, and National Institute of Health.
