SAN FRANCISCO, California — After more than sixteen years of distinguished service to the United States District Court for the Northern District of California, United States Magistrate Judge Laurel Beeler will conclude her judicial service effective November 12, 2026. Appointed as a United States Magistrate Judge in 2010, Judge Beeler has been widely recognized for her exceptional commitment to the fair and efficient administration of justice.

Federal and state courts reported a combined 24 percent decrease in authorized wiretaps in 2025, compared with 2024, according to the Judiciary’s 2025 Wiretap Report. Convictions in cases involving electronic surveillance decreased, while arrests increased slightly. The report covers wire, oral, and electronic intercepts that were concluded between Jan. 1, 2025, and Dec. 31, 2025.

The Electronic Public Access (EPA) fee will increase, effective January 1, 2027. The EPA fee schedule will increase from $0.10 to $0.12 per page for access to court records through PACER. This increase is scheduled for a period of five years to help fund the accelerated initiative to modernize and strengthen the security of the judiciary’s case management system. The modernization project is also necessary to improve public access to the judiciary’s electronic docketing information.

To fund the accelerated initiative to modernize and strengthen the security of its case management and public access system, the Judiciary is implementing a modest temporary increase in fees for electronic access to court records beginning on Jan. 1, 2027. To date, the extensive work on this top-priority initiative has been funded almost exclusively with existing fee collections along with focused budget belt-tightening by the Judiciary.

On Jan. 1, 2027, a modest temporary increase in fees for electronic access to court records will take effect to help reimburse the costs of the development of the new case management and public access system. The increase of two cents per page, from 10 cents to 12 cents, was approved by the Executive Committee on behalf of the Judicial Conference.
