Central banks and macro financial stability in a fragmented global economy
The 25th BIS Annual Conference took place in Basel, Switzerland on 26 June 2026. The event brought together a distinguished group of central bank Governors, leading academics and former public officials to exchange views on the theme “Central banks and macro-financial stability in a fragmented global economy”. Three papers presented at the conference are released as BIS Working Papers, nos 1384, 1385 and 1386, while the fourth paper will be released as BIS Working Paper no 1387 at a later date.
Anna Breman: Global shockwaves to Kiwi shores - the impact of the Iran conflict on New Zealand
Thank you for the warm welcome and the opportunity to speak with you today. I always find it valuable to meet with businesses and hear directly from you about the New Zealand economy. In times of high uncertainty, it is more important than ever. Today, I am going to talk about the ongoing conflict in the Middle East and how it could impact the outlook for the New Zealand economy. We are likely to see higher headline inflation over the near term, and somewhat weaker growth momentum.
Anna Breman: Daring to think differently - on the Riksbank's monetary policy communication
Thank you for inviting me to this conference focusing on transforming monetary policy, and asking how we should think about uncertainty and risks. It is indeed an important topic in today's turbulent times. Central banks often say that economic developments are uncertain or highly uncertain. This has definitely applied during the last five years. During that short time, we have experienced a pandemic, Russia's illegal invasion of Ukraine and the sharpest global inflation spike in decades.

Thank you for inviting me to speak here in Kiruna! We have had a turbulent start to the year 2025. It is likely that we will continue to receive conflicting statements from the United States on economic policy, not least with regard to their trade policy. This contributes to financial market volatility and general uncertainty about the outlook for economic activity and inflation. Kiruna is closely linked to Swedish exports through the mining industry.
Anna Breman: Monetary policy decision-making
The Riksbank has a mandate from the Swedish parliament, the Riksdag, to maintain price stability. If inflation deviates from the target, the policy rate is our main tool to bring inflation back to target over time. To justify and explain our monetary policy decisions, we need to "translate economic theory into practical policy in difficult economic situations".
Anna Breman: The pyschology of inflation
The rapid and sharp rise in inflation in recent years is an important reminder of how hard high inflation hurts households and companies and how damaging it is for the economy. High inflation has a negative impact on everyone, with the lowest income households suffering the most. Let me start by saying that I am very confident we will stabilise inflation at the target. Monetary policy has contributed to a significant fall in inflation.
