1 INTRODUCTION The numerical results of global climatic models normally refer to large spatiotemporal scales such as hundreds of kilometres and years or months. Regional model simulations can reach down to a few kilometres at a time scale of days or even hours. On the other end, civil engineering materials, structures and infrastructure are characterized at the level of centimetres or meters, while they dynamically respond to loading timeseries discretized to fractions of a second.
