What Impacts Should We Expect from Tutoring at Scale? Exploring Meta-Analytic Generalizability
U.S. public schools are engaged in an unprecedented effort to expand tutoring in the wake of the COVID-19 pandemic. Broad-based support for scaling tutoring emerged, in part, because of the large effects on student achievement found in prior meta-analyses.
Resolved: Debate Programs Boost Literacy and College Enrollment
In a stereotypical image of a high-school debate tournament, straight-A students compete to see which renowned prep school team comes out on top. Increasingly, this is no longer the case: in recent decades, nonprofit organizations have been working to expand access to debate in public school systems that serve large concentrations of low-income students and students of color.
How competitive debate can improve public education
Civil, informed debate is essential for any healthy democracy. This is truer than ever judging from the often uncivil, fact-free public discourse one sees too often on television and social media. Knowing how to debate this way is a learned activity, yet only a small fraction of students in our secondary schools acquire such skills. But does participation in formal debate training improve educational outcomes?
Do state takeovers of school districts work?
This school year, the educational landscape in Houston is undergoing a profound transformation. The state of Texas has taken the reins of school district management and begun implementing an ambitious set of reforms. The Houston takeover has generated significant stakeholder criticism, in part because the district was not the lowest performing in the state, having received a “B” grade on the state’s 2022 A-F Accountability Rating System.

Post-Pandemic Onset Public School Enrollment and Mobility: Evidence From Virginia
Abstract Public school enrollment dramatically decreased during the pandemic, but the patterns of decline and student movement across schools are not yet well understood. Using statewide student-level data from Virginia, we find pre-K–12 enrollment dropped by 4% between fall 2019 and the first post-pandemic fall of 2020. The changes were the largest in pre-kindergarten and kindergarten and explained mostly by decreases in new enrollees, though exits also increased.

Roadmap to Excellence: Strategic Planning for State Boards
Great organizations have a clear sense of what they want to accomplish and how they are going to get there. For state boards of education, this vision and roadmap are typically articulated in a strategic plan. The best plans are living documents that guide state board actions or multiple years; lesser plans gather dust. What separates the two?
State Takeovers: No Silver Bullet for School District Improvement
State takeovers of struggling school systems represent some of the most contentious policy decisions in education. The transfer of decision-making power from a locally elected school board to the state is often undertaken with the goal of dramatically improving student academic achievement in districts that have been persistently low performing over many years.
State Takeover of School Systems and Within-District Fiscal Equity
State takeovers of school districts typically involve dramatic changes to the workforce in the targeted school system and are often undertaken for the express purpose of improving a school system’s finances. However, little is known about how takeover affects education spending, particularly the distribution of funds across schools within districts.
Advancing Math and Science Instruction
Many students—though not all—still learn math as a set of disconnected procedures they must master in a set sequence, and they learn science as a set of facts, possibly with a few experiments or observations along the way. And they often disengage out of boredom or the belief that they cannot excel in these subjects. The pandemic made matters worse for many. Advancing math and science instruction entails doing something different so it is possible for all students to achieve mastery.

The Case for a National Student Tutoring System
The substantial learning loss wrought by the Covid-19 pandemic has spurred calls for scaling tutoring programs to catch students up, especially those from disadvantaged backgrounds. What if we used this moment to make tutoring a permanent part of the public-school landscape? After all, tutoring is among the most effective education interventions ever studied.
Summer “Vacation Academies” Can Narrow Coronavirus Learning Gaps
Massachusetts Governor Charlie Baker visits Forest Park Middle School, which uses vacation-academy instruction as part of the Springfield Empowerment Zone Partnership. The American K–12 public school system looks nothing like it did two months ago. Educators are scrambling to adapt to virtual environments, while too many students have not yet engaged with online learning at all.
