Carl Alameda’s Biography
Carl Alameda is a dedicated public service professional with over twenty years of experience across local government, education, property management, and community involvement. His role as Assistant City Manager represents a culmination of years spent improving operations, enhancing coordination, and leading organizational development in civic institutions. Throughout his career, he has taken responsibility for major city departments, including human resources, finance, emergency management, and public communications, helping to guide internal processes and advance long-term strategic efforts.
His interest in public service took shape after he graduated from California Polytechnic State University, where he earned an undergraduate degree in political science with a concentration in public administration. He continued his academic journey at the University of Southern California, earning dual graduate degrees in Public Administration and Planning. Recognized as a Dean’s Merit Scholar, he entered the public sector with a strong educational foundation that supported his early and continued contributions to local government.
He has served in multiple leadership roles within city operations, including Assistant City Manager and Director of Administrative Services, as well as interim positions for Public Works and Finance. These roles involved overseeing labor discussions, directing budget development, planning for emergency responses, and ensuring inter-agency cooperation. In each capacity, he focused on refining systems, introducing effective procedures, and building stronger connections across departments. He also led staff development initiatives, updated personnel assessments, and worked closely with both the Art Commission and the Disaster Council.
Beyond his role in city government, he has nearly twenty years of experience managing both residential and commercial properties. His expertise encompasses overseeing Section 8 and market-rate housing, ensuring compliance with federal guidelines, addressing tenant concerns, coordinating maintenance activities, and supporting financial operations in collaboration with accountants. His work in property management has been marked by consistent attention to detail, accountability, and communication.
In addition to his responsibilities in the public and private sectors, he has served as an adjunct professor at the USC Sol Price School of Public Policy since 2018. In this teaching role, he provides graduate-level instruction to students pursuing a career in public administration, emphasizing the connection between academic principles and practical civic leadership. His involvement with the university extends to previous roles on the Board of Governors and the alum association, as well as leadership in a fellowship program that supports students entering careers in city and county government.

Outside of his formal work, he has spent nearly two decades coaching youth and high school sports. His coaching efforts have included football, baseball, and softball, and he has held leadership roles in various athletic programs throughout his community.
