As Technology Co-Chair of the U.S. Federal IPv6 Task Force (2014–2020), Charles played a pivotal role in shaping U.S. federal IPv6 policy and guiding the government’s transition to IPv6-only infrastructure. He also chaired the Federal IPv6 Technical Roundtable, a monthly forum uniting public- and private-sector experts to coordinate and advance deployment strategies. Within the federal IT community, he gained recognition as a Federal IPv6 Champion, spearheading efforts to eliminate legacy vulnerabilities and enhance cybersecurity through the adoption of IPv6-only solutions.

Charles’s pioneering efforts have earned national recognition, including:

• Nominee, inaugural FedScoop Digital Innovation Award (2015)

Since 2018, Charles has also served as a columnist for Homeland Security Today, where he provides insights on Internet security, IPv6 deployment, and federal IT modernization strategies. His commentaries continue to inform national discourse on the future of digital infrastructure and secure technology transformation.

A proven subject-matter expert in Cloud Computing, Software-Defined Networking (SDN), Internet of Things (IoT), and large-scale IT modernization, Charles has held senior leadership roles, including:

• Chief of Network Infrastructure Engineering (OBIM), U.S. Department of Homeland Security
• Director of IT Engineering & Operations, U.S. Export-Import Bank
