On November 16, 1906, American doctor Richard Strong injected a muddy-looking liquid into the arms of twenty-four inmates at the Bilibid Prison in the Philippines. Strong did not tell the men what was inside these hypodermic syringes, and those who resisted the injection were urged on by prison guards. Strong wanted to test the side effects of a popular cholera vaccine.
