Neil: How GA helped engineer Pinewood Acres sale
(I)t is the latest example of how Delaware’s legislature has unintentionally transformed leased-land housing into a profit-guaranteed investment vehicle for corporate owners, while leaving low- and fixed-income families exposed to rent inflation, opaque financial practices and the absence of any regulatory oversight.” Fred Neil is the president of Dover City Council.
As Delaware’s oldest elected official, Fred Neil brings 92 years of experience to the table
Why Should Delaware Care? City Council presidents have the power to set meeting agendas, and therefore set the tone for how a municipal government’s core decision-making body runs. At 92 years old, Dover City Council President Fred Neil brings a unique mix of lengthy life experience and moderating presence to the often discordant body of municipal leaders in Delaware’s capitol city. An enthused Fred Neil settles into a plush office chair inside Dover City Hall, ready to dive into his life story.
Neil: There is value in keeping Dover Police Academy
Fred Neil is president of Dover City Council. The Dover Police Academy is neither a luxury nor a necessity; it is an asset—an important and valuable one. It was re-activated out of necessity and has transformed into a strategic advantage for the police department. The alternative is the Delaware State Police Academy, or one of the municipal academies in New Castle County, which are excellent training programs.
The Story Behind “Everybody’s Talkin’”
One of my favorite movies of all time is “Midnight Cowboy.” It’s not a comforting movie, but it’s one of my comfort movies. The story follows an unlikely friendship between a wannabe male prostitute with a dark past from Texas, played by Jon Voight, and sickly hustler with a limp, played by Dustin Hofman. The movie was highly controversial at the time, as it has deep and undeniable queer undertones, and it was given an X rating.
Commentary: State economy fleeced by landlords’ high rents, yet is permitted
By Fred Neil The shortage of affordable housing has made each of us who rent our living quarters a target for a mugging by corporations and their investors, who simply want as much of our money as they can squeeze out of us. Draining excessive rent money from our economy and the fact that many of the corporations and investors don’t pay Delaware taxes, and may not pay U.S. taxes, doesn’t seem to bother many of our state legislators.
Commentary: Ending block of leased-land bill could bring millions back to state
By Fred Neil A strong healthy economy keeps taxes low. The shortage of affordable housing has an adverse effect on the economy by driving the cost of housing and putting pressure on the minimum wage. When state legislators refuse to take action to remove inequities in a law that is designed to protect those who own homes on leased land, many millions of dollars in exorbitant rent increases leave the Delaware economy each year. That money goes to investors who don’t pay Delaware taxes.
Commentary: Leased-land corporations are conning millions of dollars out of the economy
By Fred Neil Here is why passing Senate Bill 132 is so important to all Delawareans: It is no joke that every person living in Delaware is hurt when excessive lot rent increases are taken from seniors, retired military members and low-income homeowners, removing money from the state’s economy. We are talking about the millions and millions of dollars each year that can’t be spent in the local economy.

Leased land legislation would benefit homeowners - Delaware State News
By Fred Neil The expected income for the current fiscal year has dropped severely as we face the Dover City budget for the next fiscal year starting July 1, 2020. I do not think that any elected official on any level of government expects a magically fast bounceback in our economy. It is my hope that when the Delaware State Legislature returns this session, this august body will pass a proposed bill requested by a member of the House and a State Senator but not yet introduced.
The 100 Best Songs of 1969: Staff Picks
If it seems like 2019 is a lot to live through, look back at the summer of 1969. The Stonewall Riots, the first letters from the Zodiac killer, the first troop withdrawals from Vietnam and the Nixon doctrine, the Apollo 11 moon landing, the Chappaquiddick incident, the death of Brian Jones and the murder of Sharon Tate, and of course, the original Woodstock Festival — not only did it all happen that summer, it all occurred in the span of about a month and a half.
