Opinion: Donald Trump Has Opportunity to Make Water Great Again
Rep. Andy Biggs, R-Ariz. After decades of finger pointing and failed negotiations over the rights and distribution of the Colorado River, the future of the West stands at a crossroads. The stalemate over water scarcity between seven western states threatens America’s economy and national security. It’s the kind of stalemate that only a grand deal and a major investment can break through to save our region.
Arizona Already Manages Water Where Nearly Everyone Lives
Arizona is often portrayed as a state on the brink of a water crisis. Yet few realize that more than 90 percent of Arizonans already live under some form of groundwater management. From the early 1980s onward, the state has built one of the most comprehensive water-management systems in the nation—layer by layer, region by region—offering three core tools that embody Arizona’s groundwater framework without imposing a one-size-fits-all mandate.

Op-Ed: Some Rural Groundwater Basins are Facing Challenges, but Lawmakers are Not Receiving a Complete Picture
State Representative Gail Griffin, Chairman of the House Natural Resources, Energy & Water Committee issued the following statement on the Arizona Department of Water Resources’ characterization of Arizona’s rural groundwater basins as “critical”: In 1989, there were 45.3 million acre-feet available in the Willcox basin to a depth of 1,200 feet. That’s about one-and-a-half Lake Meads, two Lake Powells, or twenty-seven Roosevelt Lakes sitting under the ground in Willcox.
Op-Ed; Arizona Republicans Lead on Rural Water Policy
In 2024, Arizona Republicans made significant strides to address groundwater resources, responding to long-standing concerns and proposing solutions to improve groundwater conditions in urban and rural areas.
Rural Arizona could benefit from increased groundwater recharge
According to the U.S. Geological Survey, over 95 percent of the rain that falls in Arizona evaporates from the soil or plants before it has an opportunity to recharge the aquifer. In the Big Chino subbasin, for example, only 1.3 percent of annual precipitation becomes natural recharge. That is approximately 23,000 acre-feet per year. Increasing the rate of infiltration by just two percentage points would nearly triple the amount of recharge to the basin.

Commentary: Why proposed rural groundwater control legislation is bad for Arizona
There has been a lot of talk recently about rural groundwater bills not getting a hearing at the Arizona state Legislature. Over the years, proposed legislation has gone by many names, including “Groundwater Conservation Areas,” “Special Management Areas,” “Rural Management Areas,” and “Local Groundwater Stewardship Areas.” It also includes “Sustainable Groundwater Management Plans.” Regardless of the name, the concept is the same, and all are bad.
