A place to grow | Pembina Institute
Ontario licence plates are boldly emblazoned with the slogan “A Place to Grow.” In the early stages of the energy transition, Ontario has been just that, attracting significant industrial investment due to the province’s clean energy advantage. However, increasing reliance on gas generation to meet rising demand is jeopardizing the province’s reputation as a clean energy powerhouse. In 2022, 10% of Ontario’s electricity generation came from natural gas, marking a 25% increase from 2021 levels.
Regulatory barriers to decarbonize Canada’s electricity grid
As Canada strives to meet its decarbonization targets, regulatory authorities can play a pivotal role in shaping the direction and pace of the energy transition. Each province and territory’s electricity system faces its own unique challenges and opportunities. However, across all of Canada’s electricity systems, outdated approaches to regulation remain a barrier to achieving a net-zero electricity grid. These barriers can be organized into six categories.
Potential impact of siting restrictions on renewable energy projects
The Government of Alberta announced new restrictions on the renewable energy sector on February 28, 2024. The Pembina Institute examined proposed projects that could be prohibited under the interpretation of two new rules: Rules around agricultural lands: Prohibiting renewable energy development on Class 1 and 2 agricultural land unless crops and/or livestock can coexist with the renewable generation project.
Fast and furious
A look back on sales of electric cars shows that uptake remained vigorous throughout 2023 both in Canada and around the world. Global purchases of battery electric vehicles and plug-in hybrids rose 20 per cent compared to a year ago, based on market research and reported on by Reuters. In November alone these electric vehicles (EVs) set a record, posting sales of 1.4 million units, up from 1.1 million in November 2022.
A Sustainable Jobs Blueprint
The effects of climate change are becoming increasingly clear, and countries are beginning to react. To mitigate further climate change while maintaining economic stability, the demand for lower-carbon energy is growing — and workers in high-emitting sectors must be supported through this transition to a clean energy economy.
Modernizing Ontario's Conservation and Demand Management Framework
Ontario’s current Conservation and Demand Management (CDM) framework established successes by offering rebates for customers adopting energy-saving technologies. Since the inception of the initial framework, customer priorities have shifted, and a new suite of technologies and delivery methods have matured. These changes present opportunities to address today’s electricity challenges and modernize the next generation of CDM strategies.
Putting people, equity and inclusion at the centre of climate action
At the Pembina Institute, we acknowledge that the changes required to reach net-zero by 2050 can also be a powerful opportunity to address systemic exclusion of equity-seeking groups, such as women and gender-diverse people. On March 22, 2023, the Pembina Institute hosted Putting people, equity and inclusion at the centre of climate action, the second Women in Energy Transition Thought Leaders’ Forum in Calgary, Alberta.

Green Budget Coalition Recommendations for Budget 2023
The Green Budget Coalition (GBC), comprising 21 of Canada’s leading environmental organizations, appreciated the major federal funding announcements for climate and nature progress in Budget 2022 and the Emissions Reduction Plan, and urges the government to continue to seize this opportunity to transform society to address the twin climate and biodiversity crises, create sustainable jobs and ensure enduring prosperity and well-being for all.
From Coal to Clean
Worldwide, an increasing number of countries, utilities and financial institutions are putting coal in the rear-view mirror. They are driven by climate action, the demand for cleaner air and the poor economics of coal. While the health impacts of air pollution and the greenhouse gas (GHG) emissions from coal are far higher than any other power source, there are readily available, abundant, cost-effective alternatives to coal-fired generation.
