Statistical Challenges and Implications for Emerging Economies The fragmentation of production across national borders has challenged conventional systems of national accounting and trade statistics. Drawing on the United Nations Economic Commission for Europe Guide to Measuring Global Production (2015) and recent revisions to the 2025 System of National Accounts and the balance of payments manual, this paper examines the conceptual and statistical issues involved in measuring global production.
