THE TOP Happy Friday morning. The Jan. 6 committee’s decision to subpoena five GOP members of Congress – including House Minority Leader Kevin McCarthy – signals a new phase of political struggle on Capitol Hill. It presents Republicans and Democrats with a set of uncomfortable questions over the future of the institution. We’re in uncharted territory now, and no one knows how this will be resolved. Let’s start with the basics: The Jan.
5/12/22 ☀️ Punchbowl News AM.
THE TOP Happy Thursday morning. News: Frontline House Democrats – the party’s most endangered incumbents this November – have been pressing party leaders in recent days to step up legislative efforts to save their majority. The roughly 30 House Democrats have long known the political headwinds are against them this yea. Redistricting, inflation, the ongoing Covid-19 pandemic, an uneven economy are all big problems. Add to that, the fact that the party in power generally loses seats in the midterms.

CONGRESSIONAL TRADING Congress stalls on stock trading ban for lawmakers Three months ago, Speaker Nancy Pelosi and Senate Majority Leader Chuck Schumer backed efforts to curb stock trading by members of Congress. The two Democratic leaders were responding to a barrage of media reports on stock trading by lawmakers and aides, often in companies that had business before Congress.
5/10/22 ☀️ Punchbowl News AM.
THE TOP Happy Tuesday morning. On Monday afternoon, we scooped that top House and Senate Democrats had a new plan for Ukraine aid. Here’s what to expect – Congress is going to move forward quickly on a nearly $40 billion aid package for Ukraine. The proposal is $6.8 billion above the White House’s $33 billion request. It provides $3.4 billion more than the Biden administration sought for military aid, plus another $3.4 billion in additional humanitarian aid.

THE TOP Happy Monday morning. We’re very excited to share the first results from The Canvass: K Street. Just like we’ve done on Capitol Hill, Punchbowl News has put together an anonymous survey of senior downtown figures with the independent polling firm Locust Street Group. Our goal is simple – We want to provide readers with incisive and timely insights on the issues driving business and advocacy in Washington. We’re the only media outlet regularly taking the pulse of K Street.
5/6/22 ☀️ Punchbowl News AM.
THE TOP Happy Thursday morning. Big House news: Speaker Nancy Pelosi will announce this morning that she’s setting a minimum salary for House staffers, a gigantic boon for a workforce that historically has been underpaid and overworked. The new minimum annual salary for staffers is $45,000. It goes into effect on Sept. 1. Here’s the letter to lawmakers, obtained exclusively by Punchbowl News.
5/5/22 ☀️ Punchbowl News AM.
THE TOP Happy Thursday morning. It’s Cinco de Mayo. The Federal Reserve’s decision to raise interest rates by a half point yesterday – with more increases to come if necessary – is a sign of how serious the central bank takes inflation. It’s the biggest interest-rate boost since 2000, and follows a quarter-point increase in March. Fed Chair Jay Powell promised more rate hikes in coming months until inflation is under control. The Fed’s move will cost Americans in a lot of ways.
5/4/22 ☀️ Punchbowl News AM.
THE TOP Happy Wednesday morning. Before Monday evening, when Politico scooped that the landmark 1973 Roe v. Wade ruling was on the verge of being overturned by the conservative majority on the Supreme Court, abortion was barely registering as a blip on the political radar. The big, overwhelming issues for 2022 were the economy, inflation, Covid-19, crime, immigration and Ukraine, according to numerous polls.
5/3/22 ☀️ Punchbowl News AM.
THE TOP Good Tuesday morning. Monday night’s enormous Politico scoop by Josh Gerstein and Alexander Ward – that the Supreme Court has privately voted to overturn Roe v. Wade – is one of the most impactful domestic political stories in years. The report immediately changed the debate in Washington.
5/2/22 ☀️ Punchbowl News AM.
THE TOP Happy Monday morning. It’s May 2, which means there are 190 days until the midterm election. Primary season is in full swing, with voters in thirteen states headed to the polls this month, including two tomorrow – Ohio and Indiana. Welcome to a special Tally edition of Punchbowl News AM. We’re closely monitoring three storylines that will tell us a lot about the outlook for both parties heading into November.

THE TOP Happy Friday morning. Welcome to The White House Correspondents’ Dinner weekend. Please stay safe. We’re going to spend a few moments this morning digging into what has been a challenging week for the House Republican Conference and its leader, Kevin McCarthy.
4/28/22 ☀️ Punchbowl News AM.
THE TOP Happy Thursday morning. House Democrats came into this week expecting quick passage of a domestic terrorism bill focused on the growing threat from white supremacists. Enter Rep. Cori Bush (D-Mo.) and the Squad. The bill should’ve been an easy win for the Democratic House. But now, it may be shelved for good. H.R. 350, the Domestic Terrorism Prevention Act, has 207 co-sponsors (including three Republicans) and passed the House by voice vote during the last Congress.
4/27/22 ☀️ Punchbowl News AM.
THE TOP Happy Wednesday morning. We reported in our PM edition last night that Speaker Nancy Pelosi isn’t happy with the Biden administration’s handling of Title 42, the pandemic era policy that limited immigration through the U.S.-Mexico border. As premium subscribers learned, House Democratic leaders worry that if reinstating Title 42 came up for a vote as part of a Ukraine aid package, Democrats wouldn’t have the votes to defeat it.
4/26/22 ☀️ Punchbowl News AM.
THE TOP Happy Tuesday morning. It’s a big week on Capitol Hill for President Joe Biden’s Cabinet and other senior officials. More than a dozen top administration officials will be on the Hill during the next few days for hearings focused on budget requests for 2023 and oversight of their respective departments and agencies. Ostensibly, most of these hearings are centered around what these departments and agencies need from Congress to operate for the next fiscal year.

BY JOHN BRESNAHAN, ANNA PALMER, JAKE SHERMAN AND HEATHER CAYGLE WITH MAX COHEN AND CHRISTIAN HALL THE TOP Happy Monday morning. Congress is back! After a two-week recess, the Senate will be back today, and the House tomorrow. The Senate could take up key nominations for the Federal Reserve and FTC – with some partisan clashes in both cases – while the White House and party leaders scramble to figure out what to do on Covid funding and Ukraine aid.

BY JOHN BRESNAHAN, ANNA PALMER, JAKE SHERMAN AND HEATHER CAYGLE WITH MAX COHEN AND CHRISTIAN HALL THE TOP Good Friday morning. Early Thursday, our good friends Jonathan Martin and Alex Burns of the New York Times dropped a bombshell from their new book “This Will Not Pass.” The story, which the Times published, disclosed that House Minority Leader Kevin McCarthy privately told GOP colleagues that former President Donald Trump should consider resigning in the wake of the Jan. 6 insurrection.

THE TOP Happy Thursday morning. We accidentally said yesterday was Thursday in the AM edition. Today is actually Thursday. We promise this time. News: Speaker Nancy Pelosi raised more than $4.4 million at the Westin St. Francis in San Francisco Tuesday night. The fundraiser was conducted through the Nancy Pelosi Victory Fund, which is a joint fundraising committee between Pelosi’s congressional account, Pelosi’s PAC to the Future and the Democratic Congressional Campaign Committee.
4/15/22 ☀️ Punchbowl News AM.
THE TOP Happy Friday morning. The November elections are likely to bring big changes to the power structure in the House. This is especially true for House Democrats, with the potential departure of Speaker Nancy Pelosi after two decades leading the caucus. We’ve spent several days talking to lawmakers and senior staffers from all corners of the caucus. Here’s what we found: Six questions about House Democratic leadership in 2023 1) Does Pelosi stay or go?
4/13/22 ☀️ Punchbowl News AM.
BY JOHN BRESNAHAN, ANNA PALMER, JAKE SHERMAN AND HEATHER CAYGLE WITH MAX COHEN AND CHRISTIAN HALL THE TOP Happy Wednesday morning. It seems as if the United States’ involvement in Ukraine is entering a new stage. President Joe Biden is stepping up U.S. weapons shipments – including heavier, more lethal weapons – to Ukraine. Biden also called Russian attacks on Ukrainian civilians “genocide,” the first time a top administration official used that heavily loaded term.
4/8/22 ☀️ Punchbowl News AM.
THE TOP Happy Friday morning from Detroit. We’re here this morning for a live interview with Sen. Gary Peters (D-Mich.), the first installment in our 2022 “Road to Recovery” series. Tune in to watch virtually here. The Senate adjourned last night after six weeks straight in session, one of the longest such stretches during this Congress.
4/6/22 ☀️ Punchbowl News AM.
BY JOHN BRESNAHAN, ANNA PALMER, JAKE SHERMAN AND HEATHER CAYGLE WITH MAX COHEN AND CHRISTIAN HALL THE TOP Happy Wednesday morning. Let’s start by saying this: Senate Majority Leader Chuck Schumer came into this week with high hopes. He wanted to confirm Judge Ketanji Brown Jackson to the Supreme Court. BY JOHN BRESNAHAN, ANNA PALMER, JAKE SHERMAN AND HEATHER CAYGLE WITH MAX COHEN AND CHRISTIAN HALL THE TOP Happy Tuesday morning. For your awareness: President Joe Biden will come to the Capitol this afternoon to pay his respects to the late Rep. Don Young of Alaska. Young was the “dean of the House” when he died on March 18 at the age of 88. He was also the longest serving Republican in the chamber’s history. Young was first elected in 1973. Young will lie in state in Statuary Hall today.

‘Who is he?’ The X-factor relationship that could soon rule the House
“Unless they are prepared to abandon Trump, his toxic brand of politics, and Trumpism,” Jeffries said broadly of the House GOP, “there will still be challenges in governing this institution in a collegiate way with Republicans who continue to bend the knee to the former president.” | Win McNamee/Getty Images Neither McCarthy nor Jeffries are guaranteed the top spots in the House next Congress. But they are both clear frontrunners.
Dem leaders considering anti-Islamophobia bill to answer Boebert-Omar controversy
Rep. Lauren Boebert listens during a news conference in front of the U.S. Capitol July 1. | Alex Wong/Getty Images Under rising pressure from the left, House Democratic leaders are eyeing several options to respond to Rep. Lauren Boebert's Islamophobic comments about Rep. Ilhan Omar -- all of which fall short of progressives' demands.
McConnell pitches GOP on new strategy to raise debt limit
Mitch McConnell is pitching a skeptical Senate Republican Conference on a path toward allowing Democrats to more easily raise the debt ceiling on Tuesday afternoon, a critical meeting as the country faces a mid-December debt cliff. Minority Leader McConnell and Senate Majority Leader Chuck Schumer are discussing ways to allow Democrats to quickly raise the debt limit without Republican votes.
Dems plot escape from Biden’s poll woes
Most Democrats are worried that Biden’s flagging polling numbers — with an approval hovering in the low 40s — will lead to a thrashing at the ballot box. With historical headwinds and a GOP-dominated redistricting process already working against them, they fear that unless Biden pulls out of his current slide, Congress will be handed to the Republicans in next year's midterms. Even the party's own polling has the president in the red.
Majority blues: House Dems not done limping for the exit
Joe Manchin once quipped that "Washington sucks." House Democrats are starting to come to the same conclusion. Their retirements are piling up, with Rep. Peter DeFazio the latest announced departure on Wednesday. Their landmark bills are getting neutered in the Senate. They've already started a brutal round of redistricting as President Joe Biden's approval ratings nosedive.
McCarthy tries to keep order within House GOP as Dems debate Boebert punishment
House Minority Leader Kevin McCarthy on Capitol Hill Nov. 18, 2021. | Francis Chung/E&E News House Minority Leader Kevin McCarthy is trying to quietly extinguish various internal fires as an Islamophobia controversy consumes his GOP conference. The California Republican has sought to handle internal strife privately in a bid to avoid alienating any of his members as he looks to both retake the majority and win the speaker’s gavel next Congress.
Jan. 6 panel hasn't subpoenaed lawmakers' communications yet - but still plans to
An exterior view of the U.S. Capitol building. | Stefani Reynolds/Getty Images The Jan. 6 select committee has not subpoenaed the phone records of any members of Congress but is likely to do so, multiple people familiar with the panel’s work told POLITICO. Seizing lawmakers’ private communications would be a controversial decision, one that’s already sparked preemptive resistance from House Republicans, and investigators are proceeding carefully as they weigh their next steps.
Islamophobia controversy worsens after Boebert calls Omar

'Whole different ballgame': Dems vow they've learned Obamacare lessons in messaging $1.7T megabill
“The people are going to love it when they learn about it. And the politics will follow,” Rep. Sean Patrick Maloney (D-N.Y.), who leads the Democratic Congressional Campaign Committee, said in a brief interview. “A decade from now, the Biden administration will be viewed as truly an FDR-type presidency,” added Rep. Susan Wild (D-Pa.), whose swing district narrowly backed Biden in 2020. “It’s going to take a while for all that to shake out, for people to recognize it.
Democrats’ social spending bill passes House
Speaker of the House Nancy Pelosi alks to reporters. All but one Democrat voted for the $1.7 trillion package of tax, health care and climate initiatives. | Chip Somodevilla/Getty Images The House passed Democrats’ sweeping social spending bill Friday morning, a major step forward for a centerpiece of President Joe Biden’s domestic agenda.
McCarthy derails Dem plans to vote on social spending bill Thursday
“Kevin McCarthy has now shown more anger about making child care affordable than he has about the insurrection on January 6th,” Rep. Mondaire Jones (D-N.Y.) tweeted. The vote timing Thursday was always seen by some as a bit of a Thanksgiving miracle, given many Democrats started the day doubting that the $1.7 trillion legislation would be finished in time for final passage.
Dems agonize over tax cuts for rich: 'Bad policy, bad politics'
“You can’t be a political party that talks about demanding the wealthy pay their fair share of taxes and then end up with a bill that gives large tax breaks to many millionaires,” said Sen. Bernie Sanders (I-Vt.). “You can’t do that. The hypocrisy is too strong.
House votes to punish Gosar for video depicting killing of AOC
“We can not have a member joking about murdering another,” Pelosi said Wednesday on the House floor. “This is about workplace harassment and violence against women,” she said. While censure itself is rare, this is just the latest episode in the clash between House Democrats and Republican leaders on how best to respond to the more extreme members of the GOP — a problem that continues to resurface, particularly since the attack on the Capitol on Jan. 6.
