School Smartphone Bans Show No Effect on Youth Mental Health
Following a decade of declining youth mental health, many states have attempted to limit children’s access to social media and the internet by banning smartphones in schools. In new research, Henry Saffer finds no evidence that in-school smartphone bans have any effect on the screentime or mental well-being of young Americans. The declining mental health of teens has emerged as a critical public health concern.

E-cigarettes and adult smoking: Evidence from Minnesota
Abstract E-cigarettes provide nicotine in a vapor form, which is considered less harmful than the smoke from combustible cigarettes because it does not contain the toxins that are found in tobacco smoke. E-cigarettes may be effective in helping smokers to quit or they might simply provide smokers a method of bypassing smoking restrictions. There is very little causal evidence to date on how e-cigarette use impacts smoking cessation among adults.
The Impact of E-Cig Taxes on Smoking Rates: Evidence From Minnesota
By Henry Saffer , Daniel Dench , Michael Grossman & Dhaval Dave For SSRN Bottom Line: Minnesota's 95 percent e-cigarettes tax is a natural experiment to examine the impact of e-cig taxes on smoking rates. Consistent and robust evidence demonstrates that the Minnesota e-cig tax increased adult smoking relative to what it would have been in the absence of this tax. This finding suggests that similar e-cig taxes in other states will also reduce the smoking quit rate nationwide.
