Holly DeNeve is an Indiana attorney whose work has focused on child welfare law for over a decade. She spent more than ten years serving at the Indiana Department of Child Services, managing complex legal matters that directly impacted children and families. Throughout her career, she has remained committed to thorough preparation, quiet professionalism, and a focus on outcomes that serve the best interests of children.
Early Foundations and Academic Discipline
Her academic path began in northern Indiana, where she graduated from New Prairie High School in 2004. She went on to attend Manchester College, earning a degree in political science with a minor in environmental studies. She graduated magna cum laude in 2008, demonstrating both discipline and a strong academic foundation.
Holly then pursued legal studies at Valparaiso University School of Law, receiving her Juris Doctor in 2011. That same year, she passed the Indiana Bar Exam and was admitted to practice in October. From the beginning of her legal career, she was drawn to roles that supported those in need, particularly children and families facing challenging circumstances.
Entering Child Welfare Law
Holly joined the Indiana Department of Child Services shortly after law school. Starting as a temporary legal assistant, she soon became a full-time staff attorney in St. Joseph County. Her role placed her in courtroom settings where legal outcomes often had long-lasting effects on the lives of children and their families.
She handled a range of cases involving children in need of services, termination of parental rights, adoptions, guardianships, and related family law matters. Known for her consistent preparation and calm courtroom presence, she approached each case with care and attention to detail.
Her responsibilities included drafting legal motions, managing discovery, interviewing and deposing witnesses, and conducting courtroom examinations. She worked closely with caseworkers, prosecutors, and judges, staying current with legislative and case law developments that affected her work.
A Trusted Advocate Within the Department
Throughout her career at the department, she remained a steady and trusted professional. Her knowledge and ability to communicate legal concepts clearly led to her selection to present at three continuing legal education seminars, where she shared insights and experience with fellow professionals.
In 2016, she briefly stepped away from the department to explore a new opportunity but returned within a few months. Her decision to return reflected her belief in the importance of child welfare work and her dedication to the department's mission. She continued serving in her role until September 2025.
Legal Work That Resists Easy Narratives
The nature of child welfare law means that many outcomes happen without applause. The work is often behind the scenes, with progress measured in small steps. She recognized this early in her career and remained committed to meaningful, if quiet, results.
Holly brought a balance of legal analysis and human understanding to every case. Each file represented a real child, and she approached her work with that in mind. Her experience shaped a belief that strong legal advocacy is grounded in thoughtful, measured judgment, not performance or recognition.
Commitment Beyond the Courtroom
Her commitment to helping others began during law school, when she participated in a legal clinic that helped survivors of domestic violence secure protection orders. That experience strengthened her belief in the power of legal access to make a difference.
Outside of her legal work, she and her husband have supported their local community in various ways. They have purchased Christmas gifts for foster children through the St. Joseph County CASA program, donated clothing to the New Carlisle Clothing Co-Op, contributed food to local pantries, and supported their child’s school.
Looking Ahead With Intention
After more than ten years in public service, she is preparing to open a solo practice focused on domestic relations mediation, guardian ad litem appointments, and child protection law. Her goal is to continue providing the same care, preparation, and respect for others that have defined her career.
