A decision in the UK’s High Court is the most recent to address the definition of ‘control’ in Regulation 7 of the Russia Regulations 2019. The case, heard earlier in November, restricts the broad interpretation given by the Court of Appeal that every company in Russia was potentially controlled by Russian President Vladimir Putin.
The changing landscape of UK sanctions against Russia

On April 5, 2022, the EU announced the fifth package of sanctions against Russia. A full transaction ban on four key Russian banks, among them VTB, the second largest Russian bank. The four banks now totally cut off from the EU financial markets represent 23% of the Russian banking sector.

On March 24, 2022, the U.K. added 65 new targets, including several prominent Russian organisations and individuals, to its financial sanctions put in place following the invasion of Ukraine. The most prominent individual targets to have their assets frozen are: ALFA-BANK JSC, described by the Foreign Office as a top 10 bank in Russia and the country’s largest private bank. Alrosa, described as the largest diamond mining company in the world.
