Luis de Guindos: Deepening financial integration to support Europe's prosperity
It is an honour to speak to you today on a topic that lies at the core of Europe's economic resilience and future growth: financial integration. In an era of geopolitical fragmentation, technological change and economic uncertainty, ensuring that the European Union's financial system is robust and competitive is not just an economic imperative – it is a strategic necessity.
Luis de Guindos: Presentation of the European Central Bank Annual Report 2025 to the Committee on Economic and Monetary Affairs of the European Parliament
It is a privilege to present the ECB's Annual Report for 2025 to this Committee. As you may know, it is the last time I will do so, as my eight-year mandate as Vice-President comes to an end later this month. That makes today's exchange particularly meaningful for me. Alongside the Annual Report, we are publishing our formal response to the European Parliament's resolution on last year's report.

Luis de Guindos: Navigating turbulence - challenges for Europe and the path ahead
It is a privilege to be here in Tallinn to deliver this lecture in memory of Professor Ragnar Nurkse. Widely regarded as one of the intellectual fathers of the post-war Bretton Woods system, his work showed how external shocks and structural imbalances can shape the trajectories of open economies. Those insights remain profoundly relevant in today's increasingly turbulent world. The successive crises since the pandemic have tested the euro area in ways that few could have anticipated.
Luis de Guindos: Monetary policy and financial stability in the euro area
The global economy is facing a period of profound transformation and heightened uncertainty. The past year has brought major shifts in the international economic environment, driven by significant changes in US policy and the erosion of the multilateral, rules-based system which has long supported global trade and international relations. The introduction of substantial tariffs on US imports has disrupted trade flows, weakened confidence and created ripple effects across economies.
Interview with Econostream Media
Interview with Luis de Guindos, Vice-President of the ECB, conducted by Marta Vilar on 6 February 2026 Vice-President de Guindos, you have said the ECB would adjust its policy if changing conditions warranted it. What kinds of developments would prompt a shift in policy, either upward or downward? Let me start by elaborating on the outlook. The economy has proven more resilient than we had projected, which is good news.

I will not go into the full details of this concrete case, but I can make the following general statement: independence in central banking gives rise to the best outcome in terms of inflation and in terms of interest rates.

Interview with El Periódico
Interview with Luis de Guindos, Vice-President of the ECB, conducted by Pablo Allendesalazar Shocks have been building up since the pandemic, but the most dreaded economic scenarios end up not materialising. As a result, the markets keep rising and rising. But the economy is cyclical. Aren’t you worried that one of these scenarios might actually materialise when you least expect it?
Luis de Guindos: Stress testing at the ECB: mastering risk analyses and impact assessments with top-down models
By Luis de Guindos, Vice-President of the ECB Our 2025 macroprudential stress test report shows that banks are resilient. But when we look at risks not included in the EU-wide stress test, we see some pockets of vulnerability. These findings support a cautious approach to capital buffers. Broadening the 2025 EU-wide bottom-up stress test This year’s EU-wide stress test[1] showed that banks are resilient under the adverse scenario,[2] thanks to strong profitability and capital.

Interview with Diário de Notícias
Interview with Luis de Guindos, Vice-President of the ECB, conducted by Luís Reis Ribeiro The US Federal Reserve System is currently facing government attempts at internal political interference. Do you see any reputational risks for the Fed and, consequently, for the US economy – which is the largest in the world? I will not comment on any specific central bank but, in general, I believe that central bank independence is key because it is the best way to keep inflation under control.

Interview with Luis de Guindos, Vice-President of the ECB, conducted by Anja Ettel and Holger Zschäpitz President Donald Trump is openly attacking the independence of the US Federal Reserve. At the ECB, you are the highest level of protection when it comes to financial stability. How worried are you about events in the United States? An independent central bank is the best protection against high inflation.
Luis de Guindos: "More Europe" and financial integration
I am once again delighted to speak at the annual joint conference of the European Commission and the European Central Bank on European financial integration. This is an important event for us as we come together to appraise and advance financial integration in Europe. The recent sea change in US economic policy and the multilateral rules-based system has been an important wake-up call for Europe.
Interview with Reuters
Interview with Luis de Guindos, Vice-President of the ECB, conducted by Balázs Korányi and Francesco Cánepa on 12 June 2025 President Lagarde said the ECB was in a good place now. Investors and ECB watchers took that to mean a pause in rate cuts is appropriate. Was that the correct interpretation? The projections provide the key to understanding our policy decision. It’s almost a cliché now but the level of uncertainty is huge. So much so, we published alternative scenarios.

Interview with Ta Nea
Interview with Luis de Guindos, Vice-President of the ECB, conducted by Leonidas Stergiou on 21 May 2025 What is the key message from the latest issue of the ECB’s Financial Stability Review? Uncertainty in the global economy has increased significantly since the last Financial Stability Review in November 2024, mainly because of the abrupt change in US tariff policy. Given this level of uncertainty, we see three main risks to financial stability.
Luis de Guindos: Financial stability in the euro area
Recent months have been rather eventful on global financial markets, bringing to the fore discussions about risks to financial stability and the resilience of financial institutions. I would like to explore these topics in more detail today, with a particular focus on the euro area. Faced with the reality that globalisation as we know it has come to an end, the world is adjusting to a new environment.
Interview with Die Presse
Interview with Luis de Guindos, Vice-President of the ECB, conducted by Jakob Zirm on 28 April 2025 Die Presse: Since June 2024 the ECB has already cut interest rates seven times. How long will this period of interest rate cuts last? Luis de Guindos: This will depend on how inflation develops. But we can be optimistic because our latest forecasts show that, from the end of this year, inflation will be very close to our target of 2%.
Luis de Guindos: Presentation of the European Central Bank Annual Report 2024 to the Committee on Economic and Monetary Affairs of the European Parliament
It is a pleasure to present the ECB's Annual Report for 2024 to this esteemed Committee. Interview with The Sunday Times
Interview with Luis de Guindos, Vice-President of the ECB, conducted by Jon Ihle The progress of annual inflation, at least up until February, looked like it was going in the wrong direction. Are you still confident that it will converge towards 2% sometime this year? The disinflation process is on track. There was a small pick-up inflation in recent months, but this had been expected, mostly on account of unfavourable base effects in November, December and January.

Interview with Hospodárske Noviny
Interview with Luis de Guindos, Vice-President of the ECB, conducted by Mário Blaščák The ECB lowered its interest rates by 25 basis points last week. How low can rates go given the current inflation and growth outlook? We have been very clear that we are not following any predetermined path and will decide meeting by meeting, based on the incoming economic data. This is because the level of uncertainty is huge.
Luis de Guindos: The economic outlook and monetary policy in the euro area
It is a pleasure to speak here again this year.1In my remarks last year, I expanded on monetary policy in the face of high inflation risks. The outlook was then still being shaped by the easing of pandemic-related supply constraints and by the energy price shock. Inflation had fallen rapidly from its peak in autumn 2022, but we needed to keep monetary policy sufficiently restrictive to ensure a timely and sustainable return of inflation to our 2% target.
Why prudent projections are the backbone of sound stress testing
Stress tests are of crucial importance to assess banks’ resilience under adverse economic conditions. In previous stress tests, however, some banks submitted overly optimistic projections. Despite thorough quality assurance by supervisors, this behaviour makes it more likely that the risks some banks face are underestimated. To address this, we are now taking a closer look at insufficiently prudent projection submissions.

Why Prudent Projections Are The Backbone Of Sound Stress Testing 1/20/2025 9:02:22 PM (MENAFN- Caribbean News Global) By Luis de Guindos and Frank Elderson Stress tests are key to ensuring that banks can withstand strong macroeconomic headwinds. At the Europen Central bank (ECB), we use annual stress tests to inform our decisions about how much capital banks need to have.

Can our financial system support the green transition when the going gets tough?
Meeting the EU’s climate neutrality targets calls for deep structural changes and significant private funding, requiring a healthy financial system. That’s why we’ve tested how resilient banks, investment funds and insurers are to stresses arising during the green transition. ECB Vice-President Luis de Guindos explains the findings. Achieving a carbon-neutral European Union by 2050 will require a resilient financial sector to provide the funding for the necessary investment.

Luis de Guindos: Monetary policy and financial stability in the euro area
Inflation in the euro area has come a long way. After peaking at more than 10% in October 2022 (in Spain, it peaked in July 2022), headline inflation stood at 1.7% in September this year. This was 0.5 percentage points lower than in August, largely reflecting a sharp drop in energy inflation. Core inflation has also fallen substantially from its peak, edging down from 2.8% in August to 2.7% in September. Most measures of underlying inflation have declined or remained unchanged.
Interview with ANSA
Interview with Luis de Guindos, Vice-President of the ECB, conducted by Domenico Conti At the latest press conference, President Lagarde spoke of a series of economic indicators pointing lower and of downside risks to growth. The Survey of Professional Forecasters published by the ECB foresees inflation of 1.9% in 2025, compared with 2.2% in the projections by ECB experts.

Luis de Guindos: Bridging the gap - reviving the euro area's productivity growth through innovation, investment and integration
It is a pleasure to talk to you today about reviving productivity growth in the euro area – a critical challenge that demands urgent attention and collective action. I would like to start by outlining recent economic developments. After more than a year of stagnation, economic activity in the euro area recovered mildly in the first half of 2024, with considerable variation across countries and sectors. Growth, however, was weaker than expected in the second quarter of the year.

Interview with Expresso
Interview with Luis de Guindos, Vice-President of the ECB, conducted by Gonçalo Almeida on 13 September Two years ago when the ECB started raising interest rates, you told Expresso that you didn’t know how high they could go. Did you at any point think they would reach the level they have? Talking about the past is always much easier than talking about the future. Two years ago inflation was very high. We have to remember that it was in the region of 10%.
Interview with Europa Press
Interview with Luis de Guindos, Vice-President of the ECB, conducted by Sergio Rivas Last Thursday’s meeting seems to have left everything open with regard to September. We based our decision on the data we received since the last monetary policy meeting in June. For inflation, those data are practically in line with our projections. However, there was some worsening in the data for economic growth, owing mainly to the political uncertainty following the European and French elections.
