Mark Balch’s Biography

Mark Balch is a dedicated educator with nearly 30 years of experience, including over 20 years in leadership roles. Throughout his career, he has been committed to improving student achievement, promoting emotional well-being, and fostering academic success. Mark’s leadership has spanned both school sites and district levels, where he has worked to drive instructional change and strengthen community partnerships to support student development.

In 2023, Mark became the Director of New Teacher and Migrant Support for the Kern High School District (KHSD) in Bakersfield, California. KHSD is the largest K-12 district in California, serving more than 43,000 students. In his role, Mark G. Balch, Ed.D. focuses on providing vital support to new teachers and migrant students, ensuring they receive the necessary resources and guidance to succeed academically.

Mark holds a doctorate in Organizational Leadership from the University of La Verne, a master’s degree in Educational Administration from California State University, Bakersfield, and a bachelor’s degree in History from The Master's College. His academic background has enabled him to lead several successful initiatives, including expanding the Kern High Teacher Residency program. Under his leadership, the program has become one of California's most prominent teacher residencies, offering new teachers and mentors the support they need to thrive in the classroom.

In addition to his work with new teachers, Mark has led the Kern High Induction Program, which recently received full certification for seven years. He has also overseen the Migrant Support program, which has a graduation rate exceeding 98%. These accomplishments reflect his commitment to improving educational outcomes for all students, particularly those needing additional support.

Before his current role, Mark served as principal at North High School, implementing innovative programs such as a high school aviation program and career-based pathways. He also worked closely with local community leaders to support positive changes in a high-poverty area, providing students with opportunities to grow academically and professionally.

Mark has also held roles as Instructional Services Director and Assistant Principal, where he contributed to curriculum development, professional development, and improving instructional practices district-wide.
