A former Indiana University basketball player was arrested June 28 in Carmel for operating a vehicle while intoxicated. Carmel police arrested James Blackmon Jr., 31, shortly before 1 a.m. near 106th and Pennsylvania streets after he failed two field sobriety tests, smelled of alcohol and exhibited slurred speech, according to a probable cause affidavit. Blackmon admitted to police that he had drunk three glasses of white wine, the affidavit states.

The Fishers Health Department announced July 6 that recent E. coli testing in three locations showed elevated bacteria levels. The locations are: White River at the 116th Street Bridge Fall Creek at Geist Park off Florida Road Fall Creek at Canal Place close to Harbor Bay Drive According to the FHD, these results often are seen following periods of heavy rainfall. The Fishers Health and Water Quality program provides open water testing information for 40 creek and open water locations.

Commentary by Sue Wolfgang The 14 lots that comprised the Town of Bethlehem were laid out in 1837. Settlers were mostly Quakers and sustained their livelihood through fur trading. In 1874, the town was incorporated and the name was changed to Carmel. Fast forward to 1976, the same year our nation celebrated its bicentennial. It was the year Carmel officially became a city, and the government structure changed from a town council to a mayor and city council. And that’s really where this story begins.

The City of Noblesville presented its annual Fourth of July Parade July 4 throughout downtown Noblesville. The Boys & Girls Club of Noblesville served as the grand marshal of the parade, sporting a float inspired by the club’s Gamesroom. The Fireworks Festival that was slated to take place at Forest Park was canceled because of inclement weather, but the city allowed the fireworks show to conclude the evening. For most of her life, Olivia Sandlin planned her days around pain. The 24-year-old Carmel resident spent years searching for answers after developing severe foot pain as a child. What doctors initially believed was persistent tendonitis was eventually diagnosed as fibroadipose vascular anomaly, or FAVA, a rare condition in which a mass forms within muscle and soft tissue and often involves nerves.

Hussey-Mayfield Memorial Public Library is hosting a series of education programs and family activities this summer and fall to commemorate the 250th anniversary of the United States. On July 11, there will be a screening of “Hamilton” from 2 to 4:30 p.m. at the Zionsville branch. The acclaimed musical tells the story of America’s founding through music and storytelling.

Katie Zarich discovered a passion for cycling while attending Indiana University, but following the deaths of two close cycling friends, she found herself riding less often. “I kind of lost people to ride with, because I wasn’t tapped into a cycling network,” said Zarich, an Indianapolis resident who lives in the Eagle Creek neighborhood.

The City of Westfield celebrated the Fourth of July and the 250th anniversary of the nation’s founding with a parade on July 3 and a festival on July 4. Rain and lightning interrupted the festival and delayed the planned fireworks, but the fireworks display did take place on the night of the Fourth, after storm clouds dispersed. CarmelFest celebrated Independence Day and the nation’s 250th anniversary July 3 and 4 at Civic Square and Carmel Green. The event, presented by the Rotary Club of Carmel, included live music, a parade, food and retail vendors, a KidZone and more. Attendees endured blistering heat both days, and a thunderstorm canceled several festivities the evening of July 4. The rain ended in time for a fireworks display to proceed as planned.

The Zionsville Plan Commission wants developers to be more proactive and submit complete projects after two proposals were pushed to July because of a lack of information at its June 15 meeting. The first was for Walnut Run Estates, a 14-acre custom home subdivision at 5356 U.S. 421. The project was continued from May to allow the petitioner time to collect information requested by the plan commission. The project was continued twice beforehand.
