How to elevate Bangladesh’s public universities in global rankings
For years, I have observed ongoing debates on strategies to improve the global ranking of Bangladesh's public universities. This is indeed a positive sign, as we have been making sincere efforts to accelerate the process of achieving higher scores in various categories set by global ranking platforms such as the Times Higher Education (THE) and QS Rankings.
Why is urban local government reform necessary?
Given the rapid expansion of urbanisation, technological development, and various civic problems and crises arising from development, there is a need to make the urban governance system more effective, efficient, inclusive and democratic. Unfortunately, the posts of mayors and councillors have been vacant since the July uprising last year.
Why Bangladesh needs an effective zila parishad system
In Bangladesh, the functionality of zila parishad, or district council, within the local government structure has been under question for some time. As outlined in the Local Government Ordinance, 1976, the zila parishad used to have 97 functions, divided into mandatory and optional categories. It was also tasked with coordinating the activities of local entities such as police stations, unions, and municipalities.
Reviving SAARC can help South Asia overcome its current crisis
To promote intra-regional cooperation and accelerate the economic and social development of its member countries, former Bangladesh President Ziaur Rahman first introduced the idea of the South Asian Association for Regional Cooperation (SAARC) by sending letters to the other governments in 1980. The first summit meeting of the heads of South Asian governments was held in Dhaka, on December 7-8, 1985, where the creation of SAARC was formally declared.
Citizen engagement key to improving local government
In order to address the void left by the widespread resignation, desertion, and removal of public representatives—the majority of whom were linked to the now ousted Awami League— to city corporations and all other levels of local government across the country, the interim government has appointed administrators to take their place. This move was made in the face of concerns regarding the absence of leadership in these crucial organisations and the resulting interruption in public services.
Strong local government for developing democracy
A democracy works when all people, including the most marginalised, engage in the government process, have the ability to ask questions, and demand accountability. It is the local government where democracy can develop best. However, the long history of local government in Bangladesh has been marred by numerous issues that have hampered the formation of functioning institutions that provide democratic education to the local people.

How standing committees can keep upazila parishads responsible
The government should empower local government institutions rather than controlling them, according to Bangladesh's constitution, as unwanted interference from the central government prevents local entities, in particular the upazila parishads (UP), from operating with the spirit of self-governance. To this end, utilising standing committees to their fullest potential is a crucial step towards enhancing democratic institutions without undermining the administration.
Local government for effective disaster management
In Bangladesh, frequent natural disasters have disrupted the foundation of the poor's economy. To decrease the impact of such catastrophes, adequate planning and integration of disaster management operations with local and national development goals is necessary. The government has taken a few significant steps in recent years to establish institutional frameworks for efficient and organised disaster management, decreasing the suffering of victims.
SMEs, sustainable rural development, and local government
Traditionally, rural development in Bangladesh has been broadly defined as agricultural dependence, and the agricultural sector has remained an important part of rural development in Bangladesh to this day. Moreover, rural development is essentially complementary to poverty alleviation. The Government of Bangladesh has been providing various types of financial assistance to the rural population since its independence to make agricultural development and poverty alleviation activities sustainable.
How we can strengthen local governance
As an essential pillar of a democratic and public service transformation, local government is where solving the problems of democratic development has to start. One important way of strengthening democratic institutions without weakening the executive is to make maximum use of standing committees. Standing committees allow members to perform numerous functions that otherwise might not be conducted at all.
Cooperation or interference: MP's role in local government
In the era of modern statehood, the concept of Local Government (LG) has been indispensable in lessening the burden of the central government in service delivery. Local government is considered “a fertile ground for democracy.” Indeed, a democracy works when all the people including the most marginalised ones participate in the process of governance, have the capability to ask questions, and can seek accountability.
