Born in Belleville, New Jersey, and raised in Newark, he attended local schools and pursued higher education at Rutgers University in Newark. He graduated in 2005 with a Bachelor's Degree in History and a Minor in urban education. His educational journey continued as he completed the Urban Teacher Education Program at Rutgers, gaining a secondary teacher certification. In 2015, he furthered his expertise by earning an Executive Master of Public Administration degree, focusing on Nonprofit and Public Performance Management, and graduating with a 4.0 GPA.
He began his career as a Senior Corrections officer at Northern State Prison, a role that marked the start of his public service. His dedication led him to transition to the Newark Police Academy, where he trained and eventually became a police officer. He swiftly moved up the ranks, taking on the role of unit commander in the Newark Police Major Crimes Criminal Intelligence Division, where he oversaw criminal investigations to ensure the safety of the community.
His leadership abilities shone as he headed the New Jersey State Police's Real-Time Crime Center, part of the NJ ROIC. There, he led teams from various law enforcement agencies at municipal, county, state, and federal levels. His career in law enforcement reached a significant milestone when he was promoted to Captain in the Newark Police Department, becoming the first Dominican-American to hold this rank in the city.
As Captain of Police Operations, he managed the Newark Metro Business Downtown District, coordinating officers and ensuring the district's safety. He also worked security operations at major Newark venues such as the Prudential Center, New Jersey Performing Arts Center, and Newark Symphony Hall, developing and implementing security measures to protect all attendees.
In August 2024, he made a significant career transition to state government, where he now ensures the safety and reliability of New Jersey's highway system and public roadways. He leads teams that manage engineering projects and emergency management procedures across the state's transportation infrastructure.
Throughout his career, Omar has been recognized with several awards for his contributions to public service, including the FBI Leadership Trilogy Award and a Senate Citation. He remains deeply involved in community service, serving on various boards and teaching as an adjunct instructor to mentor the next generation of leaders.
