It’s called Optimized Storage. Ever since macOS Sierra, you have been able to shift storage to iCloud.
I can’t tell you how happy I was to see optimised storage arriving to macOS Sierra. My iMac has a 1TB hard drive, however I’m a speed demon so I don’t boot the Mac off the main hard drive. I boot off a Samsung SSD but it is only 256GB capacity, solid state drives are expensive after all! Soon you find yourself needing more space, documents, photos, movies, videos, apps, games and random shite can give you that sinking feeling.
