How to get AI regulation right for open source
The EU AI Act is set to become the first comprehensive AI regulation and to offer a model for policymakers around the world. But with this promise comes some risk. How can the United States build its Open Source Software policy?
The world runs on open source, which serves as the foundation for globally interconnected digital infrastructure. With an estimated 97% of codebases containing open source, both the private and public sectors depend on the maintenance of open source software (OSS), but governments have untapped potential as leaders in the OSS community. Currently, most engagement has centered around security.
Our response to the war in Ukraine

Open source creates value, but how do you measure it?
Open source software has transformed our lives. Using someone else’s running code allows developers to focus efforts on unsolved problems without reinventing the wheel—accelerating innovation at scale. To developers, this is obvious. But too often, it is not as clear to policymakers. This matters, because while governments often provide public goods, digital infrastructure can be overlooked.

Fragmentation and the Future: Investigating Architectures for International AI Governance
Abstract The international governance of artificial intelligence (AI) is at a crossroads: should it remain fragmented or be centralised? We draw on the history of environment, trade, and security regimes to identify advantages and disadvantages in centralising AI governance. Some considerations, such as efficiency and political power, speak for centralisation. The risk of creating a slow and brittle institution, and the difficulty of pairing deep rules with adequate participation, speak against it.
AI and Global Governance: Using International Standards as an Agile Tool for Governance
Artificial Intelligence (AI) is now firmly on the international agenda. In May, Organisation for Economic Co-operation and Development (OECD) member states endorsed the Principles on Artificial Intelligence, the first international agreement of its kind. France and Canada are expected to formally launch the International Panel on Artificial Intelligence (IPAI) at the G7 meeting in August. These efforts build on a flurry of national and regional initiatives.
