The Coast Guard Must Take the Lead on MTS Cybersecurity
Today, cyberattacks are escalating in number and severity. The risks are especially grave for critical infrastructure. The attack on the Colonial Pipeline in May 2021, for example highlighted the inextricable link between U.S. critical infrastructure and national interests. A disruption to or destruction of any portion of U.S. energy infrastructure would have debilitating effects. However, the energy sector is not unique.
There Is No Cyber Bullet
Since the dawn of warfare, the prowess of combatants has been defined by how effectively they bring to bear the weapons of their time. Warriors hone their craft over years, their weapons becoming extensions of their own bodies. Whether these weapons be the sword, bow, musket, M-16, or F-35, they change little over the course of a warrior’s career. This, however, is not the case for the cyber warrior.
Four Questions Concerning Future Naval Systems and Fleet Architecture
The U.S. military understands it is already engaged in ongoing “peacetime” cyber conflict against state and nonstate opponents intending to harm the United States and its allies and partners. Various motives drive this conflict, and it takes many different forms, ranging from espionage and theft of intellectual property to what are effectively cyber privateering and piracy.
The Coast Guard Needs Stronger Policy to Prevent Maritime Cyber-Attacks
In August 2021, the Coast Guard released an updated version of its Cyber Strategic Outlook.1 This document, along with Department of Homeland Security’s (DHS’s) newly released National Maritime Cybersecurity Plan, marks a shift from previous guidance.2 Most notably, the new Cyber Strategic Outlook places the onus squarely on the shoulders of shoreside commanders in the Coast Guard to “prevent and respond” to cyber incidents within the Marine Transportation System (MTS).
Navy Cyber Needs a Refit
When a ship returns from deployment beaten by the ravages of sea, necessary maintenance occurs, systems are updated, and the vessel once again is made battle worthy before it finishes its maintenance phase. Realizing that something old, worn, and outdated needs a refit does not detract from its previous accomplishments, but instead signifies that the hull of a successful platform from the past can be crafted into something even better for the future.
